[VOTE] Apache ServiceMix Specs Annotation API 1.2_1 / 1.3_1 release

Hi guys,

I'm submitting Specs Annotation API 1.2_1 and 1.3_1 release to your vote.

Annotation API 1.2_1 contains the OSGi contract definition and 1.3_1 is
the updated version of the spec.
